MINISTRY OF EDUCATION AND SPORTS


1. ROLE AND RESPONSIBILITY

The Ministry of Education and Sports (MOES) is a central government organization, it is one among other ministries under the structure of the Lao government that has a role to be secretariat to the government in macromanagement on education and sports. It plays a central part for human recourse development, to educate Lao people to be good citizens, to have a revolutionary and moral behavior, knowledge and skills, and good health according to the 3 characteristics of national education.

          3. EDUCATION REFORM STRATEGY

            Education reform 2006-2015 is the promotion of human resource development to be more effectiveness, focusing on the expansion of access to education and improve the quality of existing education, improve education management and administration to be consistent and relevant which is implemented with the involvement and participation of whole society and promote the technical and vocational education, preserve unique traditional and culture of the nation and enhance the status of teachers and uphold the importance of their roles and positions. The national education reform was divided in 2 phases:

                -   First phase: 2006 -2010 focuses on general education reform both public and private.

               -  Second phase: 2011 – 2015 focus on technical- vocational education and higher education reform.

               -  By the year 2020 compulsory education has to cover primary and lower secondary education, with all children entering into grade one of primary having to pass preparatory education in early childhood education.


            4. STRATEGIC DEVELOPMENT PLAN FOR SPORTS


              The strategic development plan for sports from now to 2020 should be relevant to the policy direction of the Party and government to respond to the socio-economic development plan. Sport is the task to build a good atmosphere in society to make Lao population have good physical and mental health, have a good sportsmanship spirit, create national consciousness and be able to contribute to human resource development, and strengthen the country‘s aims to increase the unity, friendship, peace, cooperation with countries in the region and in the world to serve the national protection and development mission.

              9. THREE BUILDS DIRECTIVES

              The implementation of three builds in the education and sports sector has a focus on linking the pilot three builds to the national education reform strategic plan and focus on 3 three major tasks: equitable access, improved quality and relevance, and strengthened education management. Create understanding on the content of three builds aims to develop education into the target districts and villages, so that three builds villages have schools with good standard, ensuring the quality of teaching – learning and become a model school for other villages that are not yet the target villages of three builds.

               


              10. EXTERNAL COOPERATION


              The Ministry of Education and Sports has been cooperating with international bodies, focuses on cooperation with friendship countries, development partners, international organizations and non government organizations, based on the Vientiane declaration on effective cooperation in education an sports development through bilateral and multilateral cooperation, especially in preparation to join the ASEAN economic community in 2015. The education and sports sector has increased cooperation with ASEAN countries on education quality assurance, teachers and student exchange, education research and exchange of sports and culture, as well as performing the role of member countries of UNESCO, SEAMEO, ASEAN-EU links, Francophonie and other international organizations based on the foreign policy direction of the Party.
