The 8^th Central Party Congress has set up a target of removing Laos from the group of Least Developed Country by 2020 by attaining fundamental factors for transforming the country into industrilisation and modernization. In order to achieve the above mentioned target, the 8^th Resolution has specifically identified for the year 2006 – 2010 education the central part of human resource development and specified that National education system reform for improved quality and  standard be carried out in a timely manner.

To ansure the country education quality, the Quality Assurance (QA) system had been introduced and set up from 2008. The starting point is establishment of "Education Standanrd and Quality Assurance Centre" at Ministry of Education 22nd April 2008.

General direction of education quality assurance has been developed in a systematic manner comprising the testing, assessing and accreditation mechanisms for quality education. These mechanisms will then be used as common measures for assessing education quality against specified indicators and standards prior to quality approval and obtaining accreditation from the National Committee (not established yet).

Education Standard and Indicators of Quality Assurance at all grades and all subjects of both public and private sectors are conformed with the national plan for education system reform and Regional and international standards emphasizing on learning and teaching process, diversing learning process and focussing on learner-centerbased  education quality assurance.   

Quality Accreditation in quality assurance system is a trust building scheme on education quality of education institutes to societies as well as a favorable condition to help Lao  education develop, aiming at improving national education system for firmness and all-round development with improved quality and gradually acquiring international standards that can be actively contributing to national socio-economic development plan from now to year 1010, 2015 and 2020 respectively.
